As far as NY, a coach looking for a job would have a lot of reasons to pick SJ over Cuse right now - better location, having much easier/faster access to some of the nation's top recruits, and perhaps most importantly - not having impossible shoes to fill. That said, Boeheim currently has a much better gig than Mullin. Mullin is unproven with a lot of people asking questions of him and may not have much job security if he has another losing season. Boeheim is a legend both on campus and in the city. The man can do absolutely no wrong as far as SU fans are concerned and hasn't had to pay for a beer in Syracuse, NY in years
