Individual market size is meaningless unless you are a local advertiser or regionally-based TV station or network. Does the school bring eyeballs? That's all Fox cares about. They wouldn't care who we add as long as it adds numbers (and potentially takes away from ESPN). Gonzaga has the potential to add numbers. Most other (realistic) schools thrown around on here don't (Dayton, St. Louis, etc.).
Creighton wasn't added because of market size or recruiting location. It was added because of the connection with Marquette and the conference benefited from a school that had the best player in the nation in it's first year. Butler and Xavier were added because both fit well within the conference and matches what the conference wanted from a basketball-first school. Neither Butler nor Xavier will ever be #1 in the market, even if they win a championship. However, name recognition and tournament success brought eyeballs. Doug McDermott brought eyeballs.
Dayton, St. Louis and other private schools do not bring eyeballs. VCU and Wichita State have large alumni bases and are basketball-first schools, but are public and in all fairness, don't bring a lot of numbers. UConn would bring numbers - but is a unrealistic expectation (for now).

That's just the issue with the teams, add on the hit the actual viewership would take because of weird game times and it becomes even less feasible.
