Does Fox get to broadcast these games? Who has the broadcast rights to an OOC game? The home team? I don't know anything about this side of the business.

Home team so u will definitely see this game on big Fox.

Unless CBS picked it up.

Fox owns the rights and sells off games to CBS, it's not selling that game off. They didn't last time we played Duke when Coach K had his 1000th victory.
