While on the surface it looks slightly disappointing, the Top 5 OOC games for PC in the last 9 years at home (selectively leaving out year 10 because it includes #1 Florida and #5 Memphis):

I'm pretty sure that the schools on the Big Ten side ultimately have veto power if they strongly object to a matchup. The Maryland-Georgetown games wouldn't be occurring if both of those schools didn't want it to happen. Note that Maryland-Georgetown is the one geographic pairing where both schools legitimately have equal leverage (i.e. if this challenge didn't exist, they have equal negotiating power if they were negotiating a non-conference game on their own). In most of the other geographic pairings like Illinois-DePaul and Ohio State-Xavier, the Big Ten school has much more leverage and would likely never play on the road against those teams. (Getting a home game without having to return it, which is possible in this challenge, would be a different matter.) Villanova somewhat has more leverage over Penn State, but generally speaking, the Big Ten schools would have the upperhand in non-conference scheduling negotiations.
The only surprise to me is that Penn State is playing DePaul. I would have thought that they would have gone out of their way to ensure that PSU would play an eastern team (even if it wasn't Villanova).

Or it might be possible that Fox got 5 games in exchange for ESPN arguably getting the two best matchups on paper. Plus, Fox gets a guaranteed return game between Georgetown and Maryland next year. Not a bad trade if that was the deal.
