Simply put, you could deduct the stipends from the ADs and highest coach's budgets. The benefit of recruiting outweighs the cost of lower pay for coaches and other staff.
That is just one theoretical. But point being, for most in A-10 and AAC, the benefit outweighs the cost.

They have a much larger range in terms of school size and endowment. Vcu and slu for example have billion+ endowments while other schools are only in the 50 million range. How does the a-10 manage these different situations? Will these smaller schools be willing to take in the burden of stipends and what not? Will the larger schools have their hands tied by the smaller ones? Maybe they just kick out the smaller schools who are unwilling to adopt the new rules?
Granted this all comes from the mind of a guy who knows nothing about this

@DirkusBH: Per Stu Jackson, Sr Assoc Commissioner, for Men's and Women's basketball, the Big East will meet the new rules implemented by the Power 5.
Jason Strachman @jstrachm: @DirkusBH with this being said can someone write a story highlighting the aspects and impacts on #Butler @THicksBH @AKasle_BU
@DirkusBH: @jstrachm currently, the aspects and impact isn't known until the P5 start to come up with new policies. Still might be a year away on that.
