Honestly, that's a really tough one to answer.
Last year Creighton (15,980 /18,560 86% capacity) and Marquette (15,611 / 17,500 89%) had the largest attendance and get really loud for big games BUT
Villanova (9,053 / 6,500 / 21,600) and Xavier (10,034 / 10,250 98%) basically sold out every game with enthusiastic and raucous fans
Butler (8,419 / 9,100 92.5%) has a high attendance number and percentage of seats filled, but adds the intangible of a historic arena
Providence (9,542 / 12,500 76%) has something of an argument as well because the Dunk can get absolutely rocking when they're hot
St. John's (9,798 / 5,602 / 19,812), Seton Hall (8,507 / 18,711 45%), Georgetown (7,212 / 20,356 35%), and DePaul (3,806 / 10,387 37%) all can be great environments for college basketball but fans just don't show up quite consistently enough, imo, to make a great argument.
