If you have a D-1 men's football program, you have to give a lot of scholarships to women in other sports to meet Title 9's gender balance objective. And if you do that, you will then typically choose to also beef up the men's programs in those sports. In Women's Crew, top level success now requires a lot of D-1 scholarship athletes.
