A league with those teams added would be a monster, but do you really want to be in a league like that? PC and SH got buried when the BE added traditional powers Marquette, Louisville, and Cincy, as those schools, which were already good, benefited from the increased exposure to become even more powerful. With those schools, and the traditional BE powers having a stranglehold on the top of the league, there was no room for the other schools to rise above the middle of the standings. I could easily see Memphis, and Houston using the increased exposure to start dominating recruiting in their talent rich hometowns, and becoming monsters again. This is going to be bad for schools like Seton Hall. Someone has to eat those losses, and in a 16 team league, there will be a lot of losses to be eaten. You would only consider a move like that if the current BE went into a strong downward trend, and there was fear that it was slipping towards mid major status. Since that's not on the horizon, you don't need to make that move.

Anyway, just want to clear up a general misconception about Cincinnati supposedly being a powerhouse in the Big East...
These were the Bearcats' finishes in all 8 of their Big East seasons:
8th, 16th, 10th, 9th, 11th, 6th, 4th, and 9th.
They averaged finishing 9th in the Big East. In 2007 they sucked wiener at 2-16. In 2009 they lost the 9-vs-16 game against 0-18 DePaul. Cincinnati was a solid mid-to-low-range team in the BE. But holy shit, they've taken on this lore of being a juggernaut by repeating over and over how freakin great they were.
Basically, they had great years in C-USA beating the shit out of whatever dregs were there... UAB or Southern Mississippi or Tulane or East Carolina... then became a 9th llace team in the Big East... then returned to playing freakin Tulane and ECU again so they're having great years again. Great bookends around their Big East seasons.
In summary for Cincinnati:
thru 2005: beat up on Tulane and ECU.
2006 thru 2013: 9th place in the Big East.
2014 to present: beat up on Tulane and ECU.
