I think Boise State had only 19 wins vs Div 1 teams last year, and got a bid... or San Diego State... one of those Mountain West teams...

Yep, it was Boise. Their 21 wins included W's over Walla Walla and Corban.

from what I can tell- UMass Lowell and Grand Canyon are the 2 new teams that count towards the RPI this year. Incarnate Word and Abilene don't.
The reason why the difference is the 2 that count are playing a "normal" d1 schedule. Abilene and Incarnate aren't(IW has 11 d2 games, Abilene has 9 d2 games). The other 2 have like 4 combined! Next year IW and Abilene must play a normal d1 schedule and they will be counting towards the RPI.
Haven't heard of any new teams moving up yet for next year.
